Norfolk Casino To Break Ground After Years Of Setbacks

Pamunkey tribal logoA new casino is coming to Norfolk, Virginia, after setbacks delayed the project for years.

The proposed casino is a joint venture with the Pamunkey Indian Tribe and Boyd Gaming. A groundbreaking ceremony is scheduled for Wednesday in the parking lot between Norfolk’s Amtrack Station and Harbor Park.

The casino initiative was first passed by a voter referendum in 2020. However, the referendum included a 2025 deadline to have gaming onsite. Following numerous delays, a development agreement was eventually accepted, and a temporary casino was approved for the location while the permanent casino was being constructed.

The permanent casino will be located on 6 acres between the Amtrack Station and Harbor Park and will host 1,500 slot machines, 50 table games, a 200-room hotel, and eight restaurants.

How Many Local Casinos Are In Virginia?

There are currently three casinos in Virginia, with the fourth coming to Norfolk by 2025. Local casino legislation was first passed in 2019 to allow gaming within the state. Today, three of the four casinos have partnered with local tribes.

Since casino gaming is new to Virginia, only one permanent location has opened. Currently, two other temporary casinos are open while their permanent locations are being built.
